第６５回国連総会　その２：　ミレニアム開発目標（MDGs）サミット　／　アメリカ様の敵国

昨日に引き続き、『悪の枢軸３兄弟（マイナス１）』およびアメリカ様に盾突く国々の演説はどうであったか？

※ サダム・フセイン大統領は魔女裁判の結果２００６年末に吊るされましたし、現在アメリカ様が戦争中なので。なお参考まで；

【イラン： Mahmoud Ahmadinejad 大統領】

◆MDG Debate: Iran (Islamic Republic of)
　　21 September, Meeting 3 (9:00 a.m. - 1:00 p.m.)

※ ２１世紀の最初の１０年を "The first decade of the current millennium, although marked by the UN General Assembly as the International Decade for the Culture of Peace- was unfortunately marred with war, occupation, carnage, wandering and intimidation." と要約し、"It is my firm belief that in the new millennium, we need to revert to the divine mindset, to our true nature for which man was created and indeed, to the just and fair governance." と述べています。この点について異論は有り得ないと思いますが、それに続く "Now that the discriminatory order of capitalism and the hegemonic approaches are facing defeat and are getting close to their end, all-out participation in upholding justice and prosperous interrelations is essential." の部分で一部の反感を買いそう。でも概ね穏やかな論調。この後、一般討論演説では相当カゲキな発言行った様ですが。（別途紹介）

【ＤＰＲＫ： PAK KIL YON 外務副大臣】
　　（公表された閣僚名簿が無いので、この方の経歴などは未確認）

◆MDG Debate: Democratic People's Republic of Korea
　　21 September, Meeting 4 (3:00 p.m. - 9:00 p.m.)

※ 前半は "While louder voices for poverty eradication and sustainable development are coming from the one side of the globe, there are more rampant moves in contrast, coming from the other side of it, such as armed invasions, military threats, sanctions and blockades targeted at sovereign states." と分析した上で、 "make every effort for creating peaceful environment by rejecting the use of force and removing the threats of use of force" と "adjust the inappropriate international economic architecture and to create sustainable environment for the MIDGs to be achieved on time" が必要、また国連に対しては "the UN orgailizations including the United Nations Development Program do not deviate from their original nature and mandate nor be the development assistance misused as a means of political purposes." と、主張。後半は将軍様（本家）万歳の基調で、 "In the DPRK, major MDGs have already been achieved as illustrated by the introduction of free medical care, free and compulsory education, and effectuation of gender equality rights." と主張するなど疑問の多いところですが、ＤＰＲＫ位国内の事情がわからない国は珍しいので何とも言えません。恐怖政治や飢餓が支配している、と云うのはマスコミによる情報操作の可能性もありますし。またこの後半で、名指しでアメリカ様を批判しています。

【キューバ： BRUNO RODRIGUEZ PARRILLA 外務大臣】

　　21 September, Meeting 3 (9:00 a.m. - 1:00 p.m.)

※ キューバもアメリカ様御一国のエゴにより（恐らくフィデル存命中はずっと）孤立させられている小国。上掲ＤＰＲＫと異なるのは、アメリカ様の強大な圧力に負けず全面支援する国もあること（ＤＰＲＫにとっての中国はどうなのでしょう？）、同国が広く第三世界に医療サービス等を提供していること、また同国指導部にとって好都合な情報も不都合な情報も等しく入手可であることでしょうか。無い無いづくしの状況 −−−モノが無い、西側の云う言論の自由が無い、ネットが自由に使えない、海外旅行が出来ない云々−−− は事実でしょうが、一方ＭＤＧに関しては、演説のオープニングで誇らしげに宣言している "In Cuba, the goals identified by the Millennium Declaration have been almost totally accomplished, and in some cases their attainment has been broadly exceeded. Our commitment goes beyond our national borders and has enabled us to contribute to the social development of other Third World Nations." も事実でしょう。目標達成した数少ない国。我が将軍様にとっては面白くないでしょう。演説の中で指摘している現状の世界の問題点は全て事実に裏付けられており、私は説得力があると評価します。

でも本来国際社会を代弁する筈の国連が真剣に耳を傾けるべきは演説の最後の部分 "The United Nations will betray its very essence if they do not become aware of this reality and act now. We strongly believe that in order to ensure the survival of the human species, a new international economic and political order needs to be built, based on the principles of solidarity, social justice, equity and respect for the rights of peoples and every human being. It is still possible to do it if we join our efforts." でしょう。まだアメリカ様に盾突く国々の代表者が出席して、批判であろうが中傷であろうが繰り広げている間はよいが、彼らが無視され続けて出席もしなくなった時が、国連の最期です。

【ベネズエラ： JORGE VALERO　北米担当副大臣】
　　（この方の経歴などは未確認）

◆MDG Debate: Venezuela, Bolivarian Republic of

　　21 September, Meeting 3 (9:00 a.m. - 1:00 p.m.)

※ 南米の台風の目、アメリカ様のもうひとつの目の上のたんこぶであるベネズエラ、上掲キューバの最大の支援国の様です。ウゴ・チャベス大統領の評判は西側（あるいは北側）では極めてよろしくなく「アカの独裁者」と云うのが共通した認識ですが、それは１９９９年末に世界では異例の民主主義国から社会主義国への革命を成し遂げたことに依るところが大きい。アメリカ様にとっては正に「有り得ない」脅威でしょう。演説はチャベスの展開する『ボリバル革命』賞賛の匂いがしますが、現状認識 "The global economic and financial crisis of capitalism of recent years has created more poverty, more inequality, and injustice.（改行）The financial economy exercises hegemony in the world and increases the accumulation of billions of dollars without creating any good. It is the casino economy. It has subjected States, and intends to destroy the public sphere, privatizing everything. From the public services to the war.（改行）The market totalitarianism prevents the exercise of human rights and the right to development. In this context, there is no right to work or healthcare, only labor market adjustments, or private companies that provide health insurance. There is also no right to food, which depends on the international market that has turned food into objects of speculation through future transactions.（改行）The reduction in social spending has affected the ability of States to ensure economic,social and cultural rights of the peoples. Not even the most vulnerable sectors of developed countries can escape from the perverse effects of the capitalist crisis. A crisis caused by financial speculators, with the complicity of the world's most powerful governments and the Bretton Woods institutions." は正しいと思います。どの演説も多かれ少なかれ手前味噌であるのは当然ですが、演説を締めくくる、解放者シモン・ボリバルの言葉 "The most perfect system of government is that which results in the greatest possible measure of happiness and the maximum social security and political stability" を目指した壮大な実験が行われていると解します。従来の仕組みでは何一つ解決出来なかった現実がありますから、チャチャ入れずにやらせてみては？

【リビア： Musa Kousa 全国人民会議　外交担当大臣】
　　（『全国人民会議』は通常 "the General People's Congress" なので上掲肩書き訳は正しくないかも。ただしこの方が Mussa Kussa 氏であるなら前外務大臣で、現政権内の実力者のおひとりの様です）

◆MDG Debate: Libyan Arab Jamahiriya
　　22 September, Meeting 5 (10:00 a.m. - 2:00 p.m.)

※ この演説ではリビア単独ではなく、２０１０年１月末まで総会議長を務め、長年精力的にアフリカ統一国家創設へ向けた提言をしているたカダフィ大佐の意向もあってか、アフリカ代表を意識している様にも思えます。リビアはアフリカ最大の埋蔵量を誇る石油により豊かですから。現在の取り組みに批判もしていますが、概ね穏やかな演説であった様子。

【ボリビア： Evo Morales 大統領】

※ ２０日演説の筈ですが、２２日演説のアルゼンチン同様、多分翻訳の関係で？未掲載。代わりにボリビア国内での報道を紹介；
