『文民統制』 下、戦争の指示は最高司令官であるアメリカ合衆国大統領の責任。広島・長崎への原爆投下同様、シリアに関しても、武官の方が状況・想定される結果を正しく理解している様子。 『担がれた軽いパー』 がどこまで認識しているかは知らないけれど、自分達の手を血で染めることなど基本的にはない文民の方が残忍であることは間違い無さそう。
なお更に参考まで、たとえ国連調査団が調査を行っても、前回の様に 『西側』 に不都合な結果が出た場合には、調査報告書が発表されない可能性もあり。事実、対象国と期間は異なりますが、現在あるレポートの発表が異常に遅れていることが糾弾されています；
