ハイチはどうなっている？ その９： 地震から９ヶ月経過して−−−
はや９ヶ月が経過しました。今年はハイチを直撃することなくハリケーンシーズンも無事？ 終わろうとしていますが、現地の様子は先月震災に遭ったばかり、と言われてもおかしくない状態のまま。復興どころか、まだご遺体が埋まったままの瓦礫の山さえ片付いておらず、 「国際社会」 が約束した支援金も殆ど支払われていない様です。最近のニュース・記事など以下紹介；

−−−Nine months after the quake, over a million people are still homeless in Haiti.
Haiti looks like the quake could have been last month. I visited Port au Prince shortly after the quake and much of the destruction then looks the same nine months later.
The Associated Press reports only 2 percent of the rubble has been removed and only 13,000 temporary shelters have been constructed. Not a single cent of the US aid pledged for rebuilding has arrived in Haiti. In the last few days the US pledged it would put up 10% of the billion dollars in reconstruction aid promised. Only 15 percent of the aid pledged by countries and organizations around the world has reached the country so far.

−−−The day before the CIRH meeting economist Camille Chalmers, executive secretary of the nonprofit Haitian Platform Advocating an Alternative Development (PAPDA), held a press conference criticizing the international efforts at reconstruction. "Nine months after the earthquake it is unacceptable that only 4% of the rubble has been removed, only 2-3% of the promised funds have been disbursed," he said. He also criticized the International Monetary Fund (IMF), which he said continues to charge interest on loans. Some international institutions, including the IDB, cancelled Haiti's debts, but they have attached conditions to the cancellations. （以下略）

先日のチリの奇跡には世界中が注目しました。勿論チリだけの努力ではなく様々な国・機関・頭脳との協働作業による快挙ですが、音頭を取ったのはピニェラ大統領でした。一方でハイチの復興に当たって地元のイニシャティブは無視、アメリカ様 （国連とはいいながら、ハイチ特使は誰ですか？） やおフランス、ＮＧＯなどが、音頭を取れればまだしも、利害関係を調整し切れずに仕切ろうとしているため、何も進んでいません。ハイチ政府が機能していないのは事実かも知れませんが、誰の責任か？ チリでやった様に、過去ハイチ国民が自分達で民主的に選んだ大統領を排除したのは一体誰か？ ハイチの様な劣等国民に復興など出来る訳がない、米仏の様な先進国が主導しなければ、と云う思い上がりが悲劇を長引かせています。幾ら御託を並べ立てても、現実がそれを証明しています。チョムスキー教授をはじめ他ジャーナリスト・活動家が主張する様に、必要なアドバイスはするにしてもイニシャティブを地元の popular organization （自治会の様なもの） に取ってもらい、それを経済的にサポートする形でしか復興は不可能でしょう。世界で初の黒人による共和国、かつラテンアメリカ最初の独立を成し遂げたハイチの国民に出来ない訳がない。歴史を顧みず事情もわからない世間知らずのアメリカ人や唯我独尊のフランス人に何が出来る？
ハイチで今救わなければならないのは地底何百ｍにいる３３人ではありません、地上にいる百数十万人です。単純に難易度は比較出来ませんが、チリの奇跡より難しいとは思えないことが９ヶ月も費やして何故出来ないのか？ 悔しいが、ハイチがまた米仏のエジキになるのを見ているしかありません。ただしその過程はしっかりと見据えるつもりですがね。
