−−− アフガニスタン政府は首都カブールで7月20日、約70の国や国際・地域機構、金融機関が参加する「カブール国際会議」（以下、カブール会議）を開催する。10年1月に開催された「アフガニスタンに関するロンドン国際会議」をフォローするもの。同会議ではアフガニスタン政府が復興のためのインフラや農村開発、人的資源、農業、ガバナンスなどに関する具体的な作業計画を国民に向けて提示することが期待されている。
『*In the run up to the Kabul Conference on 20 June *1 women are battling to get a voice, wider represenation and a guarantee that five key issues of development ( higher education, employment, leadership/management, agriculture and security) are both on the agenda and addressed. At the request of organiser Dr. Ashraf Ghani a group led by activist Palwasha Hassan of wrote: “The Kabul Conference is an occasion for the government of Islamic Republic of Afghanistan to reconfirm its commitments to its people and realign its development priorities to their needs. Women’s civil society groups in Afghanistan have always contributed to these discussions by clarifying the needs and concerns of women who constitute over 48% of the population. The aim of this document is to urge the Kabul Conference to contribute to the empowerment of women through enabling immediate implementation of commitments that the government has already made in various policy documents such as −−− （中略）
Dr Vic Getz, a sociologist and gender adviser based in Kabul, asked the question on everyone’s lips – “Where are the women? “ And she added “There has been zero gender analysis in or attention to women’s voices in the preparations for the Conference.』
表面的にはアフガニスタン議会での女性議員の数の多さだけがクローズアップされますが、実際には；
- 原理主義者が権力の座にある限り、アフガン女性に対する抑圧や犯罪は決してなくならない

−−−政府と西側メディアは議会での68名の女性議員の存在はアフガニスタンにとって大きな出来事であり、民主主義および女性の権利拡張をもたらした証だと鼓吹している。しかしながらこの女性議員のほとんどが女性の権利および民主主義に対するもっともおぞましい敵であり、軍閥の手に操られる人形の役を務めているのである。このような不愉快で反動的な議会においては、ジョヤを除いては68名の女性議員は誰も、ハルキ、パルチャムやタリバンに対して抗議の声を上げなかった。そのジョヤの声でさえその輝かしさにも拘わらずたびたび圧殺されているのである。女性議員の何人かは恥知らずにも吸血鬼である軍閥のお株を奪い、また何人かは議会においてマラライ・ジョヤを身体的に攻撃している。 （以下略）

犯罪歴のある軍閥の家族などもってのほかですが、ＲＡＷＡは脅迫に屈して声をあげない女性議員までも激しく非難しています。女性の発言を封じる行為が野放しの状況下では、女性が 「参政」 しているなんてインチキ以外の何物でもありませんね。
【３．マラライさん立候補取り止め】
マラライさんの置かれた状況を考えると 「残念ながら」 と軽々しくは言えませんが、資格停止中ではあるものの本年９月の議員任期切れに伴う選挙への立候補を取り止められる様です；
『The ‘most famous woman in Afghanistan’, Malalai Joya, has decided not to stand for re-election to Parliament 』
その理由を端的に表しているのは；
『Roshan said “In Iraq they had no compunction about hunting down and executing criminals. Here such men were allowed to take seats in Parliament, where they sat with their guns and pistols.”
They subsequently voted themselves amnesty from prosecution and crudely intimidated anyone who opposed them. Joya, who openly condemned them in her now famous speech to the Loya Jirga, became a particular target. She later described her experiences in parliament as ‘pure torture’.』
なお立候補取り止めの理由の一つであることは間違いないマラライさんの議員資格停止については、２０１０年５月１１日付け 『アフガニスタン： Malalai Joya マラライ・ジョヤさん関連記事の紹介 その５』 で少しだけ紹介しましたが、その事情詳細について著書 "A Woman Among Warlords" *2 の１４３〜１４４頁で次の様に説明しています；
- In April 2007, I was on a tour of the United States, where I gave an hour-long interview to the U.S.-based TV channel Ariana Afghanistan, which is also available via satellite in Afghanistan. （中略）
When I returned to Afghanistan, the privately owned Kabul station Tolo TV asked me for a special interview. During the interview, the journalist asked me why I used the word stable or zoo in my previous interview and I explained it in detail. I said there are two different groups of representatives in Parliament. Some MPs are real representatives and some are criminals and warlords, and my comments only applied to the second group. I even named some of the warlords I was talking about.
When Tolo TV aired the thirty-minute interview on May 8, 2007, they censored the whole question and answer about the zoo issue.
But on May 16, 2007, during another Tolo TV program called Zang-e-Khatar, the presernters discussed the censored parts of my interview and made some nasty, abusive comments aboput me. They aired a small piece of what had been cut out of the previous program, in which I said, "To refer to this second group of representatives in the Parliament, who are criminals, as a stable or zoo is not even adequate --- because in a stable we have animals like a cow which is useful i n that it provides milk, and a donkey that can carry a load, and a dog that is the most loyal animal. But they are dragons." They deliberately left out the first part of the statement. Out of context, it made it sound like I was criticizing the whole Parliament. This program ended up defaming me in the eyes of the Afghanistan people while giving my enemies in Parliament ammunition to use against me. （以下略）
この Tolo TV なるチャンネルは民放とのことですから恐らくアフガニスタンの多くのチャンネルがそうである様に軍閥が所有するかその息がかかっているでしょう。明らかにマラライさんを 「はめる」 目的で行われたインタビューであり放送。なお議会では政党に釈明なり弁明なり抗議する機会を与えられず、一方的に資格停止となった経緯があります。 （書籍ではその経緯も述べられています）
以上の様な、アフガニスタン国民にとって、とりわけタリバンや議会に鎮座する軍閥から痛めつけられ続けている女性にとっては絶望的な状況下執り行われたのが Samia さんと Faramarz の結婚であった訳で、僅かながら未来に明るい希望を持てる象徴的なイベントであったことになります。マラライさんのメッセージは；
- "We want this wedding to send a message," says Joya. "To victims, that there is hope; to men, that they should love and protect girls like Samia, not shun them".
- that people can celebrate marriage ceremonies simply and also together, without men and women being separated
- that people are ready to take positive steps, to improve things – to embrace democracy, human rights, women's rights, equal rights.
一方、アフガニスタンに関与する国々の国民へのメッセージは；
“We don’t want their troops to die here – they are also victims. Ordinary people in the international community should put pressure on their governments to support true democrats. They arrested Saddam Hussein in Iraq – why can they not do the same with Dostum, Sayaaf and the other criminals here!” （ "a single woman and former provincial council member for Farah Province" と紹介されているマラライさんの盟友 Roshan さんの言葉）
言うまでもありませんがこの言葉は、 「関与国の政府はアフガニスタンでの民主主義の確立など考えていない」 と云うことです。おつきあいで関与する日本政府も含めて−−− これだけ繰り返し告発されているのだから、関与政府権限で調査でもして見たら？ 歴史に残る大スキャンダルになりますよ。 議会に平気で居座る 「犯罪者議員」 御一行様の名前はマラライさんや、同じく命を張って活動している団体から入手可能だろうし。 （何なら取寄せましょうか？） その為に使う税金なら私は喜んで払いますよ。
