ハイチ大地震に関する報道：　その３

◆震災の二次被害


震災で混乱するハイチで大変痛ましい事件が発覚、 ガーディアン - Wikipedia 紙ではあえて写真を掲載したうえで報道しています。なおアメリカの大手メディアは一切報道していない様子；

−−−The one photo of her, in which she smiles, is lost. So is her birth certificate. The family thinks the hospital which recorded her birth was destroyed. There is no police investigation and the death is not registered. Officially, it is as if the teenager never was.


The question is not whether Fabienne will be remembered as a victim of the earthquake but whether, outside her family, she will be remembered at all.　（以下略）


震災で生前の写真も出生証明も無くなり事件としての調査も行われない状態では、 Fabienne Cherisma さんは公式には誕生も存在も、従って震災の（二次）犠牲者どころか死亡もしなかったに等しい。ガーディアン紙の紹介記事は誰を責めるでもなく、判明している事実とご家族の想い出とコメントを紹介することで Fabienne Cherisma さんを描き出し、短い時間ではあったが確かに存在したことを形として残したかったのかな、と私は読みます。事実を伝えるのみならず忘却への抵抗と云う意味で秀逸な記事であり、写真掲載の意図もわかる様な気がします。


一次災害を生き延びた被災者で一杯の被災地で武器を携帯して警戒に当たることの是非は議論されるべきでしょう。敵を殺す訓練を積んだ兵隊なら尚更のこと。皆生きることに必死であり、大半の 「相手」 は悪魔の様な敵でも犯罪者でもありません。まして今回犠牲となられた Fabienne Cherisma さんは略奪に参加していた訳ではありませんから、たとえ誤射であったにしろ取り返しが付きません。


追悼の意味で紹介する次第。


◆援助


大震災直後は、日本の様にある程度備えがあり訓練されている国であっても外からの援助は必要不可欠です。政府は何をやっているのか、との怒りも、現場の混乱も程度の差こそあれ今回のハイチ特有のものではありません。強いてハイチ特有の事情を挙げるなら、ハイチ国民や政府の責任とは言えない原因により経済的に豊かではない点のみ。世界中から善意の寄付など手が差し伸べられることは素晴らしいのですが、国の主権を侵してまで 『援助』 の押し売りをするのはいかがなものか。本来ハイチ国民と政府で対応し切れない部分のお手伝いをするのが 『互助』 ですね。まして 『援助』 の名を借りた軍事介入などもってのほか；

    【ポルトープランス庭田学】１２日の大地震発生から２週間がたったハイチで、ハイチ人自身が被災者のためのボランティア活動に乗り出している。ボランティアの大半は自らも被災して路上で避難生活を送っているが「みんな被災者、助け合いたい」と支援物資の配布作業の手伝いや、被災者キャンプの清掃などに取り組んでいる。略奪や暴動などが報道されているハイチだが「共生」への希望も見え始めた。　（以下略）


    ※ どんな報道がなされようが、そこに暮らす人たちにとって被災地は逃げ場のない生活の場です。阪神大震災の時だって皆助け合った筈、ハイチだって同じ。

    −−−We see throughout Haiti the population themselves organizing themselves into popular committees to clean up, to pull out the bodies from the rubble, to build refugee camps, to set up their security for the refugee camps. This is a population which is self-sufficient, and it has been self-sufficient for all these years.


    It’s not now that a bunch of Marines have to come in with big M-16s and start yelling at them. Watching the scene in front of the General Hospital yesterday said it all. Here were people who were going in and out of the hospital bringing food to their loved ones in there or needing to go to the hospital, and there were a bunch of Marine—of US 82nd Airborne soldiers in front yelling in English at this crowd. They didn’t know what they were doing. They were creating more chaos rather than diminishing it. It was a comedy, if it weren’t so tragic. 　（以下略）

アメリカの軍派遣は、既に復興の妨げになっている可能性大。現在ハイチで武器弾薬が必要とは思えません、また戦争でも始めるつもりでしょうか？ ポルトー・プランス空港の管制はまだアメリカが握っているのでしょうか？ 下心がミエミエ、実に下品。 組織的な、かつ高度に訓練された大規模な災害復興であるなら、経験豊富な日本の自衛隊に武器携行無しで出動してもらった方がはるかに役に立てませんか？ それこそ、 『−−−われらは、平和を維持し、専制と隷従、圧迫と偏狭を地上から永遠に除去しようと努めてゐる国際社会において、名誉ある地位を占めたいと思ふ。われらは、全世界の国民が、ひとしく恐怖と欠乏から免れ、平和のうちに生存する権利を有することを確認する。／　われらは、いづれの国家も、自国のことのみに専念して他国を無視してはならないのであって、政治道徳の法則は、普遍的なものであり、この法則に従ふことは、自国の主権を維持し、他国と対等関係に立たうとする各国の責務であると信ずる。』 の具現化と言えませんか？
